REGULATION ON PUBLIC OPINION AND COMMUNITY RESEARCH CENTER

 

PART ONE

 

Purpose, Scope, Basis and Definitions

 

Objective

 

ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, governing bodies, duties of the governing bodies, and working style of Istanbul Gelisim University Public Opinion and Society Research Application and Research Center.

 

Scope

 

ARTICLE 2 - (1) This Bylaw covers the provisions regarding the aims, governing bodies, duties of the governing bodies, and working style of Istanbul Gelisim University Public Opinion and Society Research Application and Research Center.

 

Basis

 

ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.

 

Definitions

 

ARTICLE 4 - (1) In this Regulation;

 

a) Advisory Board: The Advisory Board of the Center,

 

b) Center: Istanbul Gelisim University Public Opinion and Society Research Application and Research Center,

 

c) Director: The Director of the Center,

 

ç) Board of Trustees: Istanbul Gelisim University Board of Trustees,

 

d) Project groups: Project groups of the Center,

 

e) Rector: Rector of Istanbul Gelisim University,

 

f) University Istanbul Gelisim University,

 

g) Board of Directors The Board of Directors of the Center,

 

refers to.

 

PART TWO

 

Aims and Areas of Activity of the Center

 

Objectives of the Center

 

ARTICLE 5 - (1) The objectives of the Center are as follows:

 

a) To ensure the production, acquisition, development, dissemination and dissemination of all kinds of information in the fields of social sciences and the communication of information to all segments of society in order to contribute to the development of society.

 

b) To prepare the ground for scientists who work directly or indirectly in the fields of social sciences and students at the education and training stage to be trained, educated and published on public opinion and social research.

 

c) To carry out practical studies to improve the quality of education in the field of social sciences.

 

ç) To cooperate with national/international organizations in research fields.

 

Fields of activity

 

ARTICLE 6 - (1) In order to achieve its objectives specified in Article 5 of this Bylaw

 

a) Demography studies,

 

b) Social development,

 

c) Sociology/anthropology of health,

 

ç) Political sociology,

 

d) Women's studies, girls' education,

 

e) Lifestyles, social-cultural trends,

 

f) Efforts to increase prosperity,

 

g) Special groups such as the elderly, adolescents, people with disabilities,

 

ğ) Street children, children exposed to domestic violence,

 

h) Research on human rights and citizenship awareness and practices to raise awareness,

 

ı) Identification of possible problems in the areas adjacent to the university campus and carrying out improvement works,

 

i) Women's participation in working life, increasing their literacy

 

conducts research/studies with an interdisciplinary approach.

 

 

PART THREE

 

Governing Bodies and Duties of the Center

 

Governing bodies of the Center

 

ARTICLE 7 - (1) The governing bodies of the Center are as follows:

 

a) Director.

 

b) Board of Directors.

 

c) Advisory Board.

 

Director

 

ARTICLE 8 - (1) The Director is appointed by the Rector for a period of three years from among the full-time faculty members at the University. The Director whose term expires may be reappointed. The Director is responsible to the Rector for the regular conduct and development of the Center's activities.

 

(2) Upon the recommendation of the Director, the Rector appoints up to two deputy directors from among the faculty members of the University. Deputy Directors perform the duties assigned to them by the Director. When the Director is absent from his/her duty, he/she leaves one of his/her deputies in charge.

 

Duties of the Director

 

ARTICLE 9 - (1) The duties of the Director are as follows:

 

a) To represent the Center.

 

b) Calling the Board of Directors to a meeting, preparing the meeting agenda and chairing the meeting.

 

c) To ensure that the work of the Center is carried out and developed regularly.

 

ç) To implement the decisions of the Board of Directors.

 

d) To call the Advisory Board to an ordinary meeting or an extraordinary meeting when deemed necessary or upon the request of more than half of the members of the Advisory Board, to prepare the meeting agenda and to chair the meeting.

 

e) To prepare the annual activity report of the Center and the work program for the following year and submit it to the Rector for approval after receiving the opinion of the Board of Directors.

 

f) To ensure the regular and effective functioning of the Center, its project groups and administrative staff.

 

Board of Directors

 

ARTICLE 10 - (1) The Board of Directors consists of five members in total, including the Director and four faculty members appointed by the Rector for three years among the faculty members working at the University. Members whose term expires may be reappointed.

 

(2) The Board of Directors convenes at least every two months. The minutes of the Board of Directors are kept open to the review of the Advisory Board members. A copy of these minutes is sent to the Rectorate.

 

Duties of the Board of Directors

 

ARTICLE 11 - (1) The duties of the Board of Directors are as follows:

 

a) To recommend director candidates to the Rectorate.

 

b) To take decisions on issues related to the work and management of the Center, to discuss and decide on the annual activity report and annual work program of the Center.

 

c) To take decisions on research, publication, teaching and other issues related to the fields of study.

 

ç) To establish scientific project groups within the Center.

 

d) To prepare and submit the long-term scientific and administrative plan and program of the Center to the Rector.

 

Advisory Board

 

ARTICLE 12 - (1) The Advisory Board is chaired by the Director and consists of a maximum of ten people who have conducted or are currently conducting studies on subjects related to the purpose of the Center. The members of the Advisory Board are appointed by the Rector upon the proposal of the Director for three years. Members of the Advisory Board can be selected from within and outside the University.

 

(2) The Advisory Board convenes on a date determined by the Director when deemed necessary by the Board of Directors.

 

Duties of the Advisory Board

 

ARTICLE 13 - (1) The duties of the Advisory Board are as follows:

 

a) To evaluate the long-term scientific and administrative plans prepared by the Board of Directors and make recommendations to the Board of Directors.

 

b) To make evaluations and recommendations regarding the activities of the Center.

 

c) To support the activities of the Center with their knowledge and experience.

 

SECTION FOUR

 

Final Provisions

 

Enforcement

 

ARTICLE 14 - (1) This Regulation enters into force on the date of its publication.

 

Execution

 

ARTICLE 15 - (1) The provisions of this Regulation shall be executed by the Rector of Istanbul Gelisim University.
